Advantages of the Program

The Health Options Program is sponsored by the Pennsylvania Public School Employees’ Retirement System (PSERS) for the exclusive benefit of our retirees and their families. The Health Options Program is one of the most competitive retiree health plans available. Here are advantages of the Health Options Program.

Age 65 Discount

Your first calendar year’s monthly premium for the HOP Medical Plan will be discounted by 15% if you enroll within the three months before or the three months after the month in which you turn age 65. If you retire after age 65 and enroll in the HOP Medical Plan, you may qualify for a smaller discount. As long as you remain enrolled in the HOP Medical Plan, you’ll receive a discount on your premium each year until your 70th birthday.

No Age-related Premium Increase

Members have the security of knowing that as they age, and use benefits more, their monthly premium is not based on their age. Health Option Program’s premiums are set to a standard rate for age 70 and older. In comparison, many commercial plans increase their monthly premiums relative to a person’s age.

Substantial Premium Subsidy

If you are eligible for Premium Assistance and enroll in a Medicare Supplement or Medicare Advantage plan, up to $100 per month will be added to your pension to help you pay for your medical insurance. See the Premium Assistance page for more information.

Choice of Coverage

The Program offers a choice of medical, prescription drug and dental + vision coverage options for Medicare-eligible participants and a choice of medical and prescription drug coverage for non-Medicare-eligible participants.

  • Medicare-eligible participants choose between two Medicare Supplement plans, three prescription drug plans and a dental + vision option. Depending on where you live, several Medicare Advantage plans may also be available.
  • Participants who are not eligible for Medicare choose between a fee-for-service plan and a Managed Care plan. Prescription drug coverage is also available to all participants.

If you are Medicare-eligible and enroll in an option that provides prescription drug benefits, you do not need to enroll in other Medicare prescription drug (Part D) coverage. The Health Options Program has you covered!


We make paying monthly premiums easy by deducting them automatically from your pension (as long as your pension exceeds the premium).


You can change your option each year starting in early October during the Option Selection Period. You can also enroll, add dependents, or change your option at any time during the year if you or one of your dependents experience a Qualifying Event.

  • You will receive newsletters and booklets to help you make the most of your participation
  • Customer service representatives at the HOP Administration Unit are specially trained and dedicated to helping participants.

SilverSneakersHealth Options Program Participants Can Enroll in SilverSneakers!

All participants in the HOP Medical Plan and the HOP Pre-65 Medical Plan are eligible to join the SilverSneakers Fitness Program—at no additional cost.

The SilverSneakers Fitness Program offers a unique blend of physical activity, healthy lifestyle and socially oriented programming that enables older adults to take greater control of their health. When you enroll in SilverSneakers, you receive:

  • A free basic membership at a local participating fitness center with access to conditioning classes, exercise equipment, pool, sauna and other amenities that accompany the basic membership
  • Access to any participating fitness center throughout the U.S. while traveling
  • Customized SilverSneakers classes designed exclusively for older adults who want to improve their strength, flexibility, balance and endurance
  • Health education seminars and other events that promote the benefits of a healthy lifestyle
  • A specially trained Senior Advisor at the fitness center to introduce you to SilverSneakers and acquaint you with their site.
  • If you live more than 15 miles from a participating center, you can take advantage of the SilverSneakers® Steps Program, a self-directed walking and physical activity program.

The SilverSneakers Fitness Program is free to all Health Options Program members enrolled in the HOP Medical Plan and the Pre-65 Medical Plan. Members who enroll in a Managed Care Plan (Medicare-eligible or pre-65) may also have access to SilverSneakers Fitness or a similar fitness program.
